U.S. unemployment rates are finally looking up, as the national unemployment rate fell to 8.1 per cent in April.According to a brand new BLS employment report, unemployment rates were lower in 342 out of 372 metropolitan areas compared to the same time last year.

But the recovery is lagging in some cities in every state.

For instance, El Centro, Calif. posted an incredible 26.2 per cent unemployment rate, due to a combination of the housing bust, a large immigrant and migrant population and a falling peso.
