In the opinion pages of today’s Financial Times, Joseph Nye argues that the present situation in Syria proves the usefulness of “smart sanctions” focused particularly at government leaders and their associates. Nye thinks sanctions should be used more often and targeted more effectively by an Obama administration that has often struggled with the “balancing act between values and pragmatic considerations.”
