This is ESCHER -- the disaster relief robot by Virginia Tech competing in the DARPA Robotics Challenge

Engineering students at Virginia Tech have engineered ECHER. The robot has been designed to support a variety of search-and-rescue and disaster tasks that would typically be unsafe for humans. It can operate a drill, open doors, and climb stairs. The robot can perform many tasks autonomously while still allowing for human interaction in critical areas. It will compete in the DARPA robotics compeititon for a chance at winning a $US2 million grand prize.
