"To ostracize somebody, remove them from their leadership position is crazy. It's kind of doubling down on failure," Hogan said on CNN Sunday.
"It's sort of a circular firing squad where we're just attacking our own party," said Hogan, the Republican governor of Maryland.
The pardons were inspired by a petition by students at Loch Raven Technical Academy that urged Hogan to pardon Howard Cooper, a 15-year-old Black boy.
